Two decades of wide-ranging experience in Texas government, business, higher education, and non-profit environments give Kelly an uncanny breadth of knowledge for legislative advocacy.

Her tactical skills in the competitive business climate are essential for the business client needing a creative approach to strategy packaging that includes legislative navigation, media relations planning, and corporate identity promotion. She has proven herself to be an invaluable addition to the publicly traded corporate environment by providing insight into material disclosure regarding legislative issues in the areas of taxes, regulation, and environmental impact.

Kelly brings a strong corporate background to her natural resources lobby practice in areas of oil and gas, pipelines, water, radioactive waste, and electricity. She has successfully guided clients through issues related to worker’s compensation, taxes, eminent domain, safety, permitting, hydraulic fracturing, transportation, electric deregulation, transmission and retail issues, and consumer protection and safety.

Her policy expertise is complemented by experience with messaging, media relations, and the development of comprehensive public and community relations programs to support the company’s public affairs objectives. Kelly understands the need for constant assessment of the many factors that lead to success in the competitive business environment
