Environmental Regulatory Update and Creative Solutions in Construction Compliance

Presented By:

Christine Magers, Ecology Program Lead

Eddie Philley, Utility Manager and Environmental Inspector

Christine Magers is the Ecology Program Lead for Balcones Field Services, LLC. She has spent the past 20 years feeding mosquitoes and ticks in the field across the U.S. in the pursuit of wetland delineations, Section 10/404 permits, protected species assessments, and various other environmental regulatory permits and authorizations. When she’s not in the field, she’s in the office arguing with agencies on her client’s behalf and trying to convince engineers to design projects that can meet regulatory requirements and can be constructed within a reasonable budget and schedule. She earned her undergraduate degree in Wildlife and Fisheries Science from Texas A&M and her Masters in Environmental Management from University of Houston Clear Lake. In her spare time, she enjoys entertaining her kids with fascinating plant identification and taking them on boat rides to collect dissolved oxygen samples.

Eddie Philley is a Utility Manager and Environmental Inspector for Balcones Field Service, LLC. He studied aviation science at Oxford and earned his bachelor's degree in meteorology (before we all had a weather app in our pockets). After earning his degree, he began his professional career in the aviation arena, working as a Captain and corporate pilot for Halliburton (yes, during the Dick Cheney era) flying engineers and oil and gas executives around. Despite the amazing amount of fun that was, he later transitioned into construction inspection and compliance with various energy companies before leaping into the environmental field, where he’s found his professional passion. He uses his aviation background with emerging technologies to bring drones and aerial surveying into the compliance world. With his unique and diverse experiences across construction and environmental sciences he’s able to help troubleshoot and navigate almost anything his clients and projects throw his way. He, and our entire compliance team, work 24/7 to ensure regulations and compliance procedures are met or exceeded. When he’s not behind a laptop, you’ll find him wasting money on golf or cheering on his three daughters at their sporting events, where he gets to witness the real competition: sports parents arguing over which kid is going D1.
